The BST1 course was established using the CQC as a basic outline and adding several components. Specifically the WCB standard for Highway Traffic Control and the Private Investigators and Security Agencies Act.

The BST2 Course is an additional course developed by the Justice Institute of BC. The course was developed to provide a use of force component for the security training program. The course covers Tactical Communications, Personal Safety and a Physical Application Component (demonstration and practice). The course is presented over three full working days and includes examination for BST courses.

BST 1&2 qualifies students for a Security Employee License with the Attorney General of BC Security Programs Division with OFA1.Under the Security Training Regulation all security guards are required to complete mandatory training prior to becoming licensed to complete security guard duties. The Basic Standards Training I and II (BST I & II) is a government certified program consisting of 64 hours of training that is completed over two weeks.

Mr. Toner has been working for nearly 20 years in the private sector and has experience in security management, nightclubs, campus security, retail loss prevention and was also a licensed private investigator.

As a certified Instructor at the Justice Institute of BC, Mr. Toner has been able to participate in the development of the Private Security Training program. The skills and techniques he teaches have been tested in real life scenarios. His students have included security guards, police officers, jail guards, and members of the Canadian military.

David has a degree in Law & Security Administration and studied Political Science at Simon Fraser University.

Mr. Toner has been practicing martial arts for 25 years, and holds Black Belts in Tae-kwon-Do, Jiu-jitsu and Aiki-Jujutsu.
